support to maximise their well-being and development (United Nations General Assembly,
1989). The children who come to the attention of children’s social services are some of those
who are at most risk of harm and abuse in society (Health Information and Quality Authority,
2012). Their needs must be fully assessed by these services, and the care and support they
receive must be well planned, integrated, consistent, and tailored to their individual needs and
circumstances”
